2021 Biennium Goals and Objectives
Maintain department wide fiscal responsibility on behalf of the Adjutant General.
o Perform annual reviews of department wide processes and internal controls.
o Provide training to new accounting staff and auditor within the first month of employment.
o Ensure all federal expenditures are allowable for reimbursement and are reimbursed in the correct fiscal year.


Oversee and coordinate the department-wide budget preparation and submission.
o Meet all deadlines for budget and fiscal note submission.
o Review program budgets for accuracy and compliance with department directives prior to submission to OBPP.


Provide a comprehensive value-based personnel management service to department employees, supervisors and administrators in support of the agencies mission.
o Review and update department policies on an annual basis to ensure they are in compliance with State and Federal policies.
o Review and update job profiles every three years to ensure they are current and accurately reflect the duties of the position.
o Review pay rates on an annual basis to ensure that there is equitable pay for like positions within programs and the department.

o Provide secure, efficient, state-of-the-art IT that empowers the agency to meet their goals and objectives.
2021 Biennium Goals and Objectives
MISSION STATEMENT: The Montana Youth Challenge Academy assists at-risk Youth in developing skills and abilities necessary to become productive citizens through focusing upon the physical, emotional, and educational needs of youth within a highly structured environment.

Sustainability: Provide high quality educational and life skills training to eligible participants.
o Ensure 100% operational capability of Academy admissions/recruiting department.
o Maintain a highly trained staff through successful completion of the training requirements of National Guard Bureau, Department of Military Affairs, Academy monthly staff sustainment training, state licensing and Certification authorities.
o Reduce attrition by 10 percent during each year of the biennium.
o Pursue competitive wages that will help improve recruitment and retention of qualified and trained staff.
o Establish at least one new program-enhancing partnership at the state level, in the public or private sector, in each year of the 2017 biennium.

Efficiency: Provide opportunities that promote the highest probability of long-term success for Academy participants.
o Average grade level increases of 2.0 in reading and 2.0 in math.
o Average HiSet Success Rate of at least 80% at graduation.
o Establish educational course electives directed toward placement type training. Implementation of high school credit recovery program.
o Maintain a minimum of 40 hours per cadet of Service to Community requirements throughout the state (over 120,000 hours to date).
o Ensure 90% or more of all graduating cadets have achieved realistic, verified placement to begin within 30 days of graduation.

Effectiveness: Residential achievements and long-term success rates of Academy graduates.
o 100% mentor match for all youth by week 13 of the residential program.
o Continue to receive high ratings on federal and state reviews with no significant negative finding.
o Maintain long-term placement rate of at least 80% at four years post-graduation.
Maintain fiscal responsibility for program funds.
o Ensure reconciliations with federal program mangers on monthly/quarterly report.
Provide personnel management to all employees (contracted and state).
o Ensure all appropriate human resource policies are current and being followed.

Ensure compliance with federal and state program guidance.
o Ensure Pre/Post test results are analyzed and recommendations forwarded to school districts.
o Ensure curriculum objectives meet established state and local standards/benchmarks.
o Ensure educational and demographic information on schools served is in the Annual report to congress.

Sustain a highly trained and ready force that meets wartime operational, logistical, and personnel standards.
o Maintain local armories to conduct training, perform maintenance activities on equipment, and provide storage of United States military property.
o Utilize local training areas (private, federal and state land) to conduct military training.
o Maintain state employees to manage the existing buildings and training areas.
Provide a highly trained community-based capability that responds rapidly to the needs of civil authorities in natural and man-made disasters.
o Maintain necessary federal equipment in a constant state of readiness for use in local emergencies and disasters.
o Devote a portion of federally funded training towards the accomplishment of state contingency missions.
o Update, review, and exercise State Emergency Operations planning.

Provide ready and reliable personnel, services, and infrastructure to meet wartime and peacetime mission requirements.
Sustainability: Concentrate daily operations on mission execution.
o 100% sortie mission success rate.
o Zero environmental, fire or life safety Notice of Violations.
o Implement 100% preventative maintenance programs.

Efficiency: Advance energy conservation measures and energy improvement projects.
o Reduce gas and electric usage by 3% per year.
o Reduce water consumption by 2% per year.
o Purchase or produce 7.5% renewable energy.

Effectiveness: Provide a competent, productive, and conscientious work force.
o Support training, safety, and physical fitness. Maintain high expertise through continuing education, implement and emphasize safe practices, and encourage improved health and fitness.
o Ensure integrity and stewardship of funds, equipment, and materials. Validate each expenditure and ensure checks and balances are in place for the financial process.
o Plan work to minimize unproductive time. Every area will always be ready for inspections, audits or reviews that yield an excellent rating or higher with no significant negative findings.

Mission: MT DES is the lead agency coordinating comprehensive emergency management. Our vision is to create a disaster resilient Montana.

Build a culture of preparedness by establishing statewide comprehensive emergency management system.

-          Develop and maintain written emergency management plans, train the workforce, and validate response capabilities through exercises

-          Promote individual preparedness measures for each household

Support local governments as they prepare for disasters.

-          Mitigate the impact future disasters have on lives and property by assisting county governments develop multi-hazard mitigation plans

-          Enhance state, county, and tribal emergency management programs by providing clear guidance for federal grant opportunities

-          Deliver training and provide technical assistance to state, local, and tribal emergency management partners and partner agencies

Support local governments as they respond to and recover from disasters.

-          Maintain a 24/7 duty officer program to assist jurisdictions responding to incidents

-          Coordinate resources and information through an effective State Emergency Coordination Center (SECC)

-          Provide written and in-person post-disaster public assistance guidance to county and tribal officials

Establish statewide veteran service support for discharged veterans and their family members (MCA Title 10, Chapter 2 and USC Title 38)
o To provide counseling, advice and assistance to veterans and veterans’ family members in attaining federal and state earned entitlements.
o To assist in obtaining military service, military awards, medical and legal documentation supporting veterans claim development.
o To prepare and file veteran benefit claims with applicable agencies.
o To provide customer service in statewide network of veteran service offices.
o To conduct a regularly scheduled veterans service outreach program to maximize veterans’ access to services.
o To maximize the legitimate receipt of federal VA claims compensation to veteran clients.
ADMINISTRATOR COMMENT: Veterans’ service, support and assistance are provided on a continual basis, directly contributing to qualified veterans and family members receiving over $203 million in federal monetary compensation in fiscal year 2018.
Actively cooperate with state and federal agencies for the benefit of veterans and their family members. (MCA Title 10, Chapter 2 and USC Title 38)
o To advise and assist other agencies regarding veterans earned entitlements.
o To refer veterans and family members to appropriate supporting state and federal agencies.
o To coordinate and cooperate with all national and state veteran service organizations.
ADMINISTRATOR COMMENT: The Montana Veterans Affairs Division is the State of Montana’s lead agency in planning, conducting and initiating programs and services of benefit to the veteran population. Division staff members routinely work with the general public, government officials and veterans service organizations to further initiatives of benefit to Montana veterans and family members.
Manage the Montana State Veterans Cemetery Program. (MCA Title 10, Chapter 2)
o To construct, operate and maintain State veterans cemeteries in accordance with applicable state and local statutes, and in accordance with National Shrine Standards.
o To administer State veterans cemeteries; including, maintaining burial records, receiving monetary donations and accounting for federal plot allowance fees.
ADMINISTRATOR COMMENT: The Division has established and manages three State of Montana veterans cemeteries; located at Fort Harrison (near Helena), Miles City and Missoula. Four cemetery construction/enhancement grant requests – totaling $8 million – have been submitted to the Federal VA for improvements, for projects on each cemetery and its facilities.  The Montana State Veterans Cemetery was inspected and assessed by a National Cemetery Administration (NCA) team; the cemetery “passed” with superior scores.  During the summer of 2019, both the Eastern and Western Montana State Veterans Cemeteries will be inspected and assessed by NCA teams.
